Call to Convention & Rules 

Official Call to the 2020 Annual Convention January 2, 2020 Arlington, Virginia 

I. Call to Convene: 

As Chairwoman of the College Republican Federation of Virginia, I, Courtney Britt, do hereby issue this call to the 2029 Annual Convention of the College Republican Federation of Virginia to be held in Richmond, Virginia on February 1, 2020 for the following purposes: 

A. Electing the Chair, 1st Vice-Chair, 2nd Vice-Chair, Secretary, and Treasurer; B. Voting on Resolutions; and C. Transacting other business as may properly come before the 

Convention. 

The convention weekend opens on January 31 with the Eighth Annual Chairwoman’s Reception in Richmond, and the official business of the body will commence on February 1st in Richmond, VA The Annual Convention will begin at 10:00am. Convention registration will begin at 9:00am the morning of February 1. The convention will adjourn following the election of CRFV officers. 

II. Qualifications of Participation: 

Delegates and alternates to the Convention must be members of their chapters and fulfill all membership requirements specified in the CRFV Constitution. Delegate and alternate numbers must be submitted to the credentials committee through the online form (www.crfvirginia.com/delegateregistration), by 11:59 PM on January 18th, 2020. 

III. Composition of Convention: 

The Convention shall be composed of delegates and alternate delegates representing the Commonwealth’s chartered College Republican chapters. 

As per the CRFV Constitution, each chartered club shall be entitled to four (4) delegates minimum on the condition that chartering is submitted on time. Each chapter with over thirty (30) members shall be entitled to one (1) additional delegate for every ten (10) additional members to a maximum of twenty (20) total delegates. Chapters chartered after the December 15, 2019 will receive a maximum of 2 delegates. 

Delegate count appeals may be lodged at any point twenty-one (21) days before the Annual Convention. A member of the Board can appeal the results of his school’s delegate count to the Executive Board. Appeals must be submitted through the online appeal form (https://www.crfvirginia.com/appeal.html) by 11:59pm on January 11th, 2020. Representation shall be based on Article VIII, Section 5 of the CRFV Constitution.

Any College Republican chapter not listed above may receive a maximum of two delegates following their completion of CRFV chartering. 

IV. Delegate Candidate Filing Procedures: 

Delegates: Delegates to the convention must be filed by the College Republican Chapter Chair electronically through the online form (www.crfvirginia.com/delegateregistration). Each Chapter Chair must submit a Delegate List to the CRFV no later than 11:59 PM on January 18th, 2020. This list must include names, telephone numbers, email address, and gender if staying at the hotel. Delegates to the Convention will be selected by their chapter’s own delegate method of nomination. Delegates must be current members of their chapter and fulfill all membership requirements specified in the CRFV Constitution. 

Alternates: Each Chapter Chair of Virginia Colleges and Universities must submit an Alternate Delegate List to the CRFV Credentials Committee via the online from (www.crfvirginia.com/delegateregistration) no later than 11:59 PM on January 18th, 2020. This list must include names, telephone numbers, email address, and gender if staying at the hotel. Alternates to the Convention will be selected by the majority of chapter delegates present at the Convention before the end of Morning Registration. Alternates must be current members of their chapter and fulfill all membership requirements specified in the CRFV Constitution. 

V. Candidates for Offices Filed by the Convention: 

All candidates for office must email all required materials as specified by this Official Call to the members of the Credentials Committee no later than no later than 11:59 PM on January 11th, 2020. The Credentials Committee is comprised of Jack Collins (jacollins1@liberty.edu), Nick Priebe (npriebe@gmu.edu), and Blake Soresen (wbs20744@marymount.edu). 

Individuals running for Chairman, 1st Vice-Chairman, 2nd Vice-Chairman, Secretary, and Treasurer must email the following items to the credentials committee: 

1. A letter of intent to run for a specific position; 2. A candidate sponsorship letter from the executive board of a chapter; 

and 3. For candidates running for Chair, 1st Vice-Chair, or 2nd Vice-Chair must provide proof of voter registration in Virginia. This may be a screenshot from the Virginia registrar's website, or a picture of the voter card. 

No floor nominations may be filed at the Convention except upon the vote of three fourths of those delegates present. 

VI. Resolutions: 

Resolutions must be submitted in writing to the Federation Chairwoman by 11:59 PM, on January 18th, 2020 through email at courtneyhopebritt@gmail.com. Subject of email must include “CRFV Resolution.” Resolutions may only be submitted by active College Republican members. No resolutions may be submitted from the floor. 

VII. Amendments: 

There are no proposed amendments to the CRFV Constitution. Amendments cannot be made from the floor as per the CRFV Constitution. 

VIII. Rules: 

 

 

Rules of the 2020 Annual Convention 

I. Rules of Order: 

a. These rules are pursuant to the Constitution of the College Republican Federation of Virginia and the published Call for this Convention. Robert’s Rules of Order Newly Revised shall govern the proceedings of this Convention to the extent that they are not inconsistent with the items above. The Chairwoman may appoint a Parliamentarian to consult on convention proceedings. b. Be it resolved, that for the purposes of this convention, the sitting federation Chairwoman shall preside as convention Chairwoman. c. Once adopted, none of these rules may be repealed, suspended, or amended except by a three-fourths (3/4) vote of the total Convention votes as certified by the Credentials Committee, unless otherwise specified in these rules. d. The Convention Chairwoman may interrupt this order of business at their discretion. II. Credentials: 

a. The Convention is open to College Republicans, delegates and their alternates, along with registered guests. 

i. For the purpose of this convention, a College Republican is defined as any registered member of a CRFV chartered chapter. ii. All delegates and alternates shall be current members of the chartered CRFV Chapter he/she is representing and must fulfill all membership requirements specified in the CRFV Constitution. b. Unless a chapter’s electorate has adopted other specific instructions, the delegates present in a given delegation shall designate which alternate shall vote in the place of an absent delegate. c. The Chairwoman may recognize Convention Sponsors and Elected Officials at the Chairwoman’s discretion without respect to the published agenda. d. Convention registration shall begin at 9:00 AM and shall remain open until such time as the balloting shall begin. At such time, registration will be closed and the Credentials Committee Chairman shall report to the Convention the number of delegates eligible to vote. The Convention shall be called to order following registration. Upon commencement of the first ballot for any office and thereafter,no quorum call or point of order regarding the quorum of the Convention or of any committee thereof shall be in order. Nor shall those delegates arriving after the commencement of balloting be eligible to vote. 

III. Voting: 

a. Voting shall be by secret ballot, except in the case of non-contested races (where the number of candidates does not exceed the number of available positions) when a motion to elect by acclamation will be in order. Non-contested races may be voted on prior to contested races at the discretion of the Convention Chairwoman. b. Each unit delegation shall have the number of votes as stated in the CRFV Constitution Article VIII Section 5. c. Each delegate shall vote per the CRFV Constitution Article VIII Section 8. d. No delegate may change his vote after it has been collected by the Credentials Committee. e. Each delegate shall receive one ballot per round of voting. Lost or damaged ballots shall not be replaced. f. Election shall require a majority of the delegate votes cast. g. Blank and abstention ballots shall not be included in calculating the total vote reported by each delegation. Over-votes (when the votes cast in a particular race exceed the number allowed) shall not be counted. h. No roll call vote may be requested during the election process. i. Any other matter that may be properly brought before the convention, shall be at the request of one-fifth (1/5) of the total Convention delegates as certified by the Credentials Committee, or at the discretion of the Convention Chairwoman. A roll call vote may be permitted. j. Once a roll call vote has begun, no one other than the Chairwoman may address the Convention, and no other business may come before the convention until the vote is completed and announced. 

IV. Debate: 

a. Only those individuals duly registered as delegates or CRFV officials for this Convention will be able to speak on any motion, resolution, or question that may come before the Convention. 

V. Nominations: 

a. The Credentials Committee shall, without recommendations, report to the Convention before balloting the names of all candidates who meet the legal requirements of the office sought. b. The order of Nomination shall be determined by the order of the ballot. c. Each candidate in a contested election shall be allotted a total of four (4) minutes for remarks prior to balloting. d. Nomination speeches shall be allotted one (1) minute each. 

VI. Resolutions: 

a. The Resolutions Committee shall have the authority to create, amend, or withhold any Resolution submitted for consideration at its discretion, except, however, that any member of the Resolutions Committee shall have the privilege to present a minority report on any proposed Resolution amended by the Committee. b. Each proposed Resolution shall be considered separately in the order contained in the Committee report. c. Resolutions must be submitted in writing to the Federation Chairwoman by 11:59 PM, on January 18, 2020. No resolutions may be submitted from the floor. 

VII. Order of Business: 

a. The Chairwoman of the College Republican Federation of Virginia shall call the Convention to order no earlier than 10:00 AM on Saturday, February 1, 2020. b. The Chairwoman of the Convention shall immediately proceed with the initial Convention Agenda as follows: 

i. Call to Order; ii. Invocation; iii. Pledge of Allegiance; iv. Reading of the Republican Creed; v. Remarks by the Chairwoman; vi. Reading of the Call of the Convention; vii. Report of the Credentials Committee; viii. Report of the Rules Committee; ix. Report of the Resolutions Committee (may be concurrent with other business of the convention); x. Remarks by CRFV Executive Board Candidates; xi. Balloting for all contested elections; xii. Announcements; and xiii. Adjournment.
